Can they not allow any cell phones or cell phone like gadgets inside the venue at all?
I mean the candidates can carry the cell phones they just have to check it once they enter the examing area. I dont' think that's unreasonable and I think it's very doable.
Once they are done with the exam, they can collect their cell phones. It's like coat check at some restaurant.
it's not impossible but it's certainly not easy. probably they need to use metal detectors to make sure that the candidates have handed over all the phones they are carrying.
